Falling percentage of load on the video card, how to solve it?

I play Forza Horizon 4 and see in the upper right corner the load percentage fluctuates very much, and with it the FPS. As you wrote above, the problem is most likely in the ryzen 3100. Today it is more a processor for office than for games.
