You need to delete or rename the d3d11on12.dll file and then msi afterburner should work.
The path is: The Witcher 3binx64_dx12

Otherwise, here is the correct solution for RTSS and TW3 v4.00 dx12:
1. Restore the original d3d11on12.dll if you have already renamed it.
2. Create a Witcher 3 profile for RTSS -> witcher3.exe.cfg with this inside:


[RendererDirect3D12]
D3D11on12 = 0


Place witcher3.exe.cfg here: C:Program Files (x86)RivaTuner Statistics ServerProfileTemplates

With this RTSS profile will work with native D3D12, not D3D11on12 (the game's default), and your game files will remain intact.
Tested and I confirm that it works fine.

call up the Radeon settings menu by pressing alt+r and see the frame time in real time.
