Low FPS on a good PC (Grand Theft Auto 5)

DDR3 16GB Corsair XMS3 1600 MHz
Processor in a city where 40 fps is loaded by 60%, video for 40%. RAM is used 12 GB from 16 GB
Inet 90 megabits / second stably.
