How to add downloaded mod to workshop? (Euro Truck Simulator 2)

I use cloud gaming to play. The cloud prohibits the installation of mods from third-party sources. How to add a mod to the steam workshop? I poked around with the SCS Workshop uploader, but I didn’t understand anything, when loading the mod, errors constantly pop up.
