To use the rune, it must be blessed in the Sacred Tower of the Graveyard. The entrance to the tower is located on the grounds of Thunder Veil Castle.
To get to the Sacred Tower of the Graveyard, you need to go northeast from the place of grace "Tower Bridge of the Graveyard", bypass the three golem guards and use the teleporter.
