Sand on arable land (SnowRunner)

When completing the Clean Energy quest, I had to restart the quest at the second stage (when it was necessary to turn in the windmill blade), as a result, the quest was reset, but the sand did not appear in the warehouse in the lower corner of the map. The question is, maybe further when opening other warehouses, is there where to get it? Thanks for the help.
