Can't buy the game on Steam even though it's available (Marvel's Spider-Man: Miles Morales)

I think they misunderstood me - sanctions, it's like with the previous Spider-Man, or like with Dying Light 2, or like with the DLC for RE-Villedge, i.e. Steam doesn't even have a page. If you can’t buy, then there is no page, and when you try to find it manually, it just gives a red line "not available in your region." There's also a page that says "already available"...
So I'm interested in THAT. I, like other similar ones, download the game pirated (no problem, I played the previous Spider like that)
