After reinstalling windows, such a problem began to be observed, in games, in almost all, the CPU is loaded by 100, and the video card is 30-50%, in rare cases it will be loaded by 80, but the problem is that because of this, wild problems with FPS are everywhere no matter how I change the graphics settings, the fps does not change. Let me remind you that everything was fine before reinstalling Windows, and tests on YouTube of this configuration will not let you lie, so you don’t need to write so that I change the percentage. I set high performance in the power settings, reinstalled the drivers, well, I turned off the turbo boost just in case, in general, nothing helps. Hope for help

As an option - Windows got crooked. Download a "clean" image, install, install drivers for everything, activate KMS if you wish, and see what happens.
