Please help!
When I set the maximum frequency of the processor to 2100 GHz, then it is set to 1700 GHz, and if I remove the limit, the processor just starts to work at a speed of 3.7 GHz, although it is written that the processor is 2.1 GHz in the properties of the computer, and if the limit is removed, the processor starts to heat up very much, and troll, please help, leave a link to the video. This happens when I set the maximum state of the processor to 99%, then the speed is 1.7 GHz, and when I set it to 100%, then it just starts working at 3.7 GHz, although it is written that it is 2.1 GHz, and the speed jumps from 2.6 to 3.0 to 3.7 GHz etc

Ryzen 5 3500u?
Everything is working correctly for you.
100% = 2100MHz, you reduce them and therefore get the actual frequency from your maximum frequency of 2100MHz, and the frequency of 3700MHz is just the turbo boost frequency, which turns off completely as soon as you climb into the power consumption settings.

into the BIOS, is there an option to control the voltage and frequency? I don’t have the ability to control the frequencies of the processor and memory on my laptop, but if you have, then make an undervolt.

I already looked, your processor does not support it. Look, maybe this program can limit the frequency. https://w3bsit3-dns.com/forum/index.php?showtopic=1024237
And here is a link to ryzenmaster if you want to try https://www.amd.com/en/technologies/ryzen-master

Here is another guide for cooling your CPU, maybe there is something useful for you.
downloaded another ryzen controller and it seems to work fine, set the temperature to 80 and does not troll anything
