This happens when I set the maximum state of the processor to 99%, then the speed is 1.7 GHz, and when I set it to 100%, then it just starts working at 3.7 GHz, although it is written that it is 2.1 GHz, and the speed jumps from 2.6 to 3.0 to 3.7 GHz etc

Everything is working correctly for you.
100% = 2100MHz, you reduce them and therefore get the actual frequency from your maximum frequency of 2100MHz, and the frequency of 3700MHz is just the turbo boost frequency, which turns off completely as soon as you climb into the power consumption settings.
