Huge ping and lag for everyone in the team (Hearts of Iron 4)

Everyone has normal PCs, normal internet, the game does not lag, but it pings like a Pentium with 10 kb / s. How to fix it? What could be the reason? I saw radmin advise, but there are no guides anywhere on how to make a server locally. I will be eternally grateful if you help me solve the problem.
