Low FPS on 3070 ti+i7 9700 f (Rust)

Hello!
Previously I played Rust on a fullhd monitor and on a bunch of 980+i7 9700f at medium-low settings with confident 80-90 fps Updated the

video card and monitor to 3070 ti, 1440p, rolled up a clean Windows, downloaded the Rust and see, God forbid, 70 frames on medium

Unscrewed all settings to a minimum - the result is still the same. I set the resolution in the game to 1080p, the fps dropped to 60
What can I do wrong and how is it fixed?

Specs:
Video: 3070ti from palit Proc
: i7-9700f
RAM: 8 + 8 kingston (I don’t remember hertz)
Monitor: 1440p 165 hz

ps I’m a teapot in computers, I may not know / ignore some subtleties I
