Skills above level 5 are not pumped (Cyberpunk 2077)

Hello. Am I doing something wrong or is this a problem in the game?
I have a character level 35 but skills in different skill trees do not rise above 5.
I am actively hacking protocols, doing various necessary actions to increase the level of skills, but to no avail.
Can you tell me what to do?
