Connection problem. Region change? (Tom Clancy's The Division 2)

The problem is the following, if I play in the open world, then the ping is not felt, it is worth going to the summit, or it immediately starts to lag for the joint passage of any mission, that is, all actions take place with a delay. In the menu in the communication section, the Europe region and the yellow connection icon are on, as I understand it, the ping is quite high, how can I change the region? Or is there a way to fix this problem?
