The portal in the swallow tower

Passed the main story and hearts of stone.

Decided to close the questions on the skelig where the finale with Ciri was.

Discovered a working portal on the minicard

Is there any way to use it?

And quick move doesn't work in this location

No, the portal to Tor Gwalha simply remains from the final quest, it has no gameplay value

No. The portal only works in the story. There's no honest way to get there, and even with mods, it doesn't work.
