Glitches with the sniper rifle scope

I have exactly the same i same thing, but not everywhere, but specifically in some places, in other places, if anywhere and subsides to 1-10 fps or does not subside at all

by the way noticed this shit, that when you look in the sight, if it shows 60 fps, it feels like there's not 60

and also this blur in the sight infuriates, can there be a mod to clean up this effect in the sight? maybe because of this effect and there is a feeling that when you look in the sight as if the pps is less than it really is (i already wrote about this above)
