Glowing skeleton (The Witcher 3: Wild Hunt)

Good afternoon. Tell me. In Velenje, on the water sign in the spoils of war. Under water boat and two skeletons.
One glowing green light and a chest. Nothing can be done. This quest?

I can't definitively announce this as fact, but I've come to the conclusion - personally, anyway - that the skeleton is bugged. It's my hypothesis that once you loot the key from the skeleton, the glow is meant to cease. This is the only reasonable or logical answer I can consider a possibility.

What *really* bugs me, though... the marker on my map remains as if it's incomplete; i.e. it's not grayed out. Just to add... I have restarted the game several times since noticing this "bug", naturally.
