The master League. Players spike (Pro Evolution Soccer 2017)

Guys, tell me.
What do you mean the Players in the list in master League. In the section negotiations there is a section of players in the list. And they can't offer Shuttle service.
I want Roberto Carlos to by. And he can't offer Shuttle service. Only add to list or remove from list.
Why?
