Well, there are even Parallels with other releases do not need to spend:)
Moscow time zone is UTC, region it is considered European. So PST and EST is not suitable, HKT and the more JST (Japan and China), Australia even apart was always in the plan. Remains the only standard converted time in UTC, i.e., UTC release in London at 00:00, IIC UTC+3, respectively, the release of 99.9% in 3 hours GMT.
