to ALASTIS971: Maybe the firewall is stopping to start ? When I enabled firewall will not start, however, and does not give errors, just a black screen. Also check whether you installed Microsoft Visual C++ 2008 Redistributable.

Firewall is disabled and about the second paragraph - I have installed Microsoft Visual C++2005 Redistributable ( as I understand, this is an old version ) - can the problem be connected with this?
Checked c++ 2005 also works fine. Does not start if you have not installed Microsoft Games for Windows - LIVE Redistributable, but then gives a message of type not found XLive.dll.
The same is likely the case in these three files.I have in the working version:

File fouc.exe.cat I is absent, the rest of the files match your description.Where can I get the missing file? As I've described above - the problem with fouc.exe there is Gears of War, and I have licenzionnaja ( it was supposed to be all necessary files ).

IMHO, the problem is not in ROM and not in files. It has something to do with Windows/wood/etc. By the way, before installing the rearranged Windows on a new XP version 2008 3 SP. After the game go, downloaded fire wood for 16.05.2008, but to no avail.

ps in addition to a folder where I have the game set, the installer dumped where 30 files on the disc itself, besides the installation folder, I tried to put them in the game folder, but nothing changed.
Sanderland,however strange the cha issue,see above,there was a screen with the files in the folder with the flat,we can have cha che is not enough, or try NO-CD other to put,and what about the unknown file,at I don't know,kind of like you can install but I then chickening out.

Those files that setup just dumped to disk without folders - safely delete and forget about them, they do not need the slag. And black screen - REINSTALL video drivers and Direct X, just reinstall the wood, and direct update - should help.
