In the full version it is impossible

To enable console you need to open input.ini Documents\My Games\We Happy Few\Config\WindowsNoEditor and add a couple of lines:
[/script/glimpsegame.glimpseconsole]
bConsoleEnabled=True
Also in the properties of the shortcut add -console and that was it.
Works in the full version.
