Missing the voice acting and facial animation of NPCs (The Elder Scrolls 4: Oblivion)

Hello! Decided to reinstall Oblivion and play, I missed it :) But faced such problem: the game has no NPC voice acting and even his lips not moving! The whole joke is that before this Repack, everything was fine. Checked the game files and. ini files files with suckas there and they even spelled out in the ini. But something is not working it... Who faced, tell me, can this be fixed? By the way, no mods on it - he is absolutely pure, but with the unofficial patches for the game and 2 add-ons

By the way, I tried to disable the right. patches and unpack archives with voice - zero sense, as there was voice acting and facial animation, so it has not appeared :(
