This is because adaptive vertical sync which introduces input lag in the controls.Many who play on consoles complain about it. Developed decided that the clean breaks are more important than pictures to play comfortably without lag and 30 FPS...LOL
I also noticed a similar problem.Thought the blame 30 fps . Aiming is just disgusting.
