In Hillside is not based village! In previous versions I do not remember... damn! thought finally walk without bugs and here on you! who else faced? or is it just me unlucky?

This is not a bug. There are restrictions on the number of settlements by level of capital and upgrade the other towns, ie essentially in the story.
