What the hell are the mod squad? (Total War: Rome 2)

Play for Saab, captured three provinces and a damn army of Egypt, with what is a tornado moves on the Strat map. Couldn't just not catch, not catch up. And rushing it to small towns, hire troops, put the General on the way. They go to another city, avoiding my army, I'm so money will not save enough.
