DON'T LOADED GPU , THE LAG!!

Hello everyone , I want to share a problem 2 days ago, has collected almost a new computer , taking it from the previous PSU to 550w from the manufacturer of the cougar and the gtx 1050 2gb. In cs everything seems normal about 260 fps but sometimes microfreeze ,but in the game CITY CAR DRIVING 1.5.8 very strong subsidence fps (first vidyuhi loaded to 60-80 then abruptly load falls and appear hard freezes ).HELP!! don't know what to do ,no one can say for sure what the problem is.
