Should you play 2019ом newcomer? (Warframe)

All kind time of day, the fact that played Warframe still in beta and then abandoned going to another game.
Much of that time has changed the game?
I heard that there was an open world if there's any pvp modes or some sort of arena(rating for example)?
Is there any Donat which prevents players not pour money into the game to enjoy it?
And how are things with the ping players from the Far East?
And, in General, should I start to play it now when the game for so many years?
