Was able to solve the problem himself.
Step 1. Go to the folder with the established game
Step 2. Find the file user.cfg
Step 3. Find the line r_fullscreen ON. If ON is replaced by OFF
Step 4. Go to the control panel, then Personalization. We find there the Folder Options, switch to the tab Appearance, scroll down and put a check where the Show hidden files and folders
Step 5. Log in With:/Users/User/AppData/Local/4A Games/Metro LL (or 2033)(Metro 2033 too, windowed mode can do so). In this folder find the file user.cfg and open it.
Step 6. Similarly, 3 step model in the line r_fullscreen on to off.
Step 7. Play and enjoy.
