The problem with SA_DirectX 2.0 (Grand Theft Auto: San Andreas)

Like on high preset time comes, 15-30 fps, but motion blur that is present in it, I have bionote, too, and thinks Mick-sue top class, the video modification all blur normal. How to fix? Could it be the case in the none or monitor?
