Not shows more than 30 fps on good PC (Grand Theft Auto 5)

I percent i5 7500, geforce gtx 1050(3gb) of RAM enough, but gta5 does not show more than 30 fps, the PC pulls and more demanding games, but the problem is in gta5, even the cursor in the game moves smoothly, anyone know what's the problem?

Was 50/50, still off?the idea is that I watched the tests on my build well on the high 80-90 fps, and then 30 not above, not below

Fold and unfold the game. GTA 5 has a bug that lock in 30 fps is placed.
