15 FPS, how to treat? (Metro Exodus)

Faced with such a problem. The game gives a stable 15 FPS regardless of settings (set from lowest to highest), while the CPU and graphics card are loaded to a maximum at 50/60% each (average - 30). On the first level and the hospital was tolerable, but then full of seams. Who faced how to treat?
