Why the incentive account on Xbox Live? (Gears 5)

Even I don't understand why the heck the incentive account on Xbox Live??? supposedly without it, not as(((
I went there, I registered, but it was no use! thought you download the app, right there after the installation requires a subscription! fuck I need this! who knows what how to do???

There is not anything complicated just create the account to Xbox Live via the official website and it's not something to pay extra is not necessary.
