with the UGS against a good player with a fast weapon doesn't stand a chance?I actually most likely didn't fight against good players,but the opinion of all the tops and near the tops that Psy suck.Is it really so?

This is not so. I don't know these idiots to spoil yourself especially ping. Suffer from it all. The often high ping, the fault of the provider, with Pvp turns into HELL (attack deals damage, Backstab out of nowhere and their ilk). If your apponent doesn't see the delay between action and what is happening on the screen, then on his side with ping, everything is fine. The problem you have.
Psy work in Pvp, but as already said, because of their slowness, need to be able to anticipate the enemy's actions.
