Browsers not working after upgrading to Windows 10 until 1803

Actually it all started with the fact that I reinstalled Windows, during the day she updated to the latest version of 1803, and after that I stopped working all Internet browsers (Tested on Google Chrome and Yandex) in addition to MS fucking Edge. That is, they work, but don't load most pages, and those who download do it very VERY slowly and the page completely in the end did not open.

Before the update this problem was not exact. What could be the reason?
