Found a solution to the problem
In the shortcut properties, where there is a path to the executable of the game, after the quotes, space-separated attribute -window. You should get something like: D:/games/css/css.exe -window. The game starts in windowed mode and you can change the resolution to required.
Or (in shortcut properties) immediately give the necessary permission commands -w (resolution width) and -h (resolution height). Something like: D:/games/css/css.exe -w 1280 -h 1024.
