Someone made the achievement of a benevolent leader? (Ancestors: The Humankind Odyssey)

Someone made the achievement of a benevolent leader? Where to look for outsiders? And I'm already at 4.5 million years BC, and found only one in the beginning of the game.
Thought they may not appear due to the fact that the pack is full, killed all the adults avoided all around the settlement, no one was found.
Can anyone come across? What to do?
