Latency is the delay (latensy).The higher the frequency, the lower the latency.However,there are some under 2400MHz'Ah, lowering the timings,lowered the latency below 70ns.

1.35 v is nothing else but the timings and frequencies are not touched.
soc, secondary timings, etc. have not changed!

Chips likely bespontovye hynix c-die it's not bad, one might even say good. Ideally would ballistix sport lt 3000 - 3200 on micron e-die, for the overclocking potential as the samsung b-die, but cheaper.
