Air,land&sea expansion pass (Just Cause 3)

Help. How to activate water/ground/air mission? I'm after the point where Rico has changed the course of the missile. Or they open later? On map 2 quest (realized and something with a dragon). Steam says that the DLS is installed.

On the top of the big island slightly to the right serediny should be a yellow icon of a bull with wings is DLS air. After starting open Water DLS, to the left far on the water. And ground the DLS will be upstairs on the small Islands.
