Low download speed for torrent files

Any torrent file downloaded at a speed of 5-8 KB/sec.
Regardless of the tracker,number of seeders/peers,General speed of the Internet and the client.
On the Internet solve this problem, I have not found a Restriction on the download speed is not worth it.
