To ban rp-servers. (Grand Theft Auto 5)

Can Rockstar ban RP-revery? Though I myself are playing GTA online, but sometimes you want to watch the stream of gtao, and I get on stream RP, this is so frustrating. Then, these people are not playing gtao, and as a consequence difficult to find players in the robbery or to connect to the robbery, looking for a stupidly long time.
