Skills in leveling (The Witcher 3: Wild Hunt)

Hello. How long ago when I couldn't afford the Witcher 3, I played on the pirates, and there in the tab Skills(brown tab) to leveling there were many special stages. Now when I play I have these skills is very small, for example I can't find there is the ability that gives infinite duration gain a place of power. I can't understand what is the reason that they are not present, adds them DLS for the Witcher 3 or I have a problem of some sort?
