GeForce RTX 2060 Super, Intel Core i7-7700K 16gb, resolution 3840x2160(4K). Settings all on high, 30-45 fps (for kintz rules), the processor is loaded by 25-30%, what you doing there such that you have the percent to 100% load.

About the first mission,she is not the heaviest iron. My CPUs are not at all strained.

This is a consequence of the fact that the game was originally coded under the (historically) perverted Japanese architecture of consoles.
In Japanese consoles, 80 percent of the calculations were ALWAYS performed by the processor. And for the last generations of flats, the programmen made a significant bet on parallel calculations, i.e. on the multi-core processor. Rare perversion, but such is the Japanese ideology of consoles.
Because of this, with the quality porting of games originally created for Japanese consoles, requires many times more time than in the case of the Box.
It requires actually rewriting the entire code, and you need to change the basis itself, forcing the program to use the resources of the graphics card more actively, and processor computing to significantly optimize for processors with a core count of less than 8 (6).

Properly ported game with Japanese conoles does not load 100% even 2000 series of crusts.
The saber is an example of virtually zero porting costs. Moved the game without any optimization. It turned out that on 4 or less nuclear processors there is almost a permanent 100% load on all the cores. Especially bad for those who still have multi-threading is missing about this has already written a lot in the English-language internet after the beginning of sales on EGS.
In short, porters were either lazy or stupid. I'm leaning towards the first one.

The other day I put 1660 Super, the not particularly optimized Cyberprank above 80% the processor does not bend, and this game suddenly began to freeze wildly. At the same time, at any settings (low-high) - 60 fps, and the percentage is stable, once every few seconds / minute - it hammers into hundreds and wild freezes begin.
