Please help with video card

Searched for similar problem on the forum but not found, if it was I apologize.
4 months ago I assembled a PC without a video card. Sitting on integrated graphics. The day before yesterday bought the card, came home, put in case, put the firewood hooked 2hdmi video card (monitor and TV) and... With her computer boots to bios and starts to cyclic reboot. Stuck hdmi from the TV into the motherboard, the monitor is left in the none-loaded but on the TV there is a full load (with the bios splash screen logo of the motherboard) and the monitor all the time download a black screen (like missing meals) is only switched on when it comes to greetings Windows. The interesting thing is that the computer sees the video card, it works, fans spinning, lights are adjustable benchmarks work fine:cry:
What was done: change the settings for the BIOS (select download via pcie, install the pcie as the primary display), update bios, reset the bios, played with the straps operatives, disconnected everything from the PSU, switched off the onboard graphics in device Manager - nothing gave result. Reinstalled Windows with all drivers, summary : when the spirit of the hdmi connected to the none booting, but all the time download black screen on the monitor and on the TV(like missing meals) is only switched on when it comes to greetings Windows. No BIOS splash, no logo motherboard. After loading Windows the card works in a regular mode, everything works. What to do? How to be? Carry a card back where he bought until 14 days have passed?
