Conversations and phone records are ignored ourselves (Tom Clancy's The Division)

Before moving to Manhattan, everything was fine.
It started with a cutscene with the helicopter crash: after its explosion in the cutscenes was not stupid votes draws, the subs flashed for half a second, and the characters were just moving his lips. Same with some of the dialogue outside of cutscenes, and phone records. How to fix?

Continuing attempts to fix, I begin to understand what the problem is.
I put the whole game in English, subtitles in Russian. If I put the dialogues into Russian - they work!
But I don't want to play with a Russian voice acting. It seems that the game is not downloaded English dialogs. Can anyone throw them?
