Unreal Engine 4.20 Engine.ini (Insurgency: Sandstorm)

Looking for a team that would include the dynamic light through the config file Engine.ini that would get rid of some black textures in the game Insurgency: Sandstorm
Here is an example of this command but it seems to have changed in UE4
