Go to C:\Users\Имя computer\Documents\My Games\Fallout3

File Fallout 3.ini open with Notepad, find there bUseThreadedAI (CTRL+F) instead of 0, put 1, press Enter and insert new line iNumHWThreads=2

If you can't find text then delete all the files in this folder and run Fallout3 and exit. again, we go in
C:\Users\computer Name\Documents\My Games\Fallout3 and do the same
