Not the first time I see such problems on maps NVIDIA. It's definitely the driver, try to rollback them.

Try the settings to remove nvidia MFAA and DSR, there is some of that included. I have exactly the same situation was turned off these items and the picture returned to normal.

I had this once when you first install the game, completely removed and re-installed the driver on the graphics card and everything became OK
