Look in the file DefaultGameData.ini string contains the following variable names:

XComHeadquarters_DefaultTrainRookiedays ...
XComHeadquarters_DefaultRespecSoldierdays ...
XComHeadquarters_PsiTrainingDays ...

as I understand you need to change the number of required kills for a rank up in DefaultGameData_XpData (could be wrong)
