Textures on Ultra look like the low(story No banners)
That's what it should be:
Config.comp: i7 6700K,gtx 1080,16 GB RAM,Windows 10 Pro 1803
Installed fresh NVIDIA drivers-to no avail

A similar situation in the game The Evil Within. But there fully customization broken that low and high the games look the same. Try to reinstall the game.
