Problems with the monitor

Recently bought a new monitor Montor 24 Samsung S24D300HS outlet, it's been like 20 days, I noticed that on grey and black background throws pixels, very noticeable, changed PC, cable, figured out what the problem precisely in the monitor settings too, shamans, sense 0, and so, it's possible to return under warranty? How to explain why, how is this problem called?
P. S It's not dead pixels if anything, the photo looks good, but the video as soon as there are transitions between the black, it is presented here it is.

The guarantee is? Can warranty to return it or repair somehow?

Cheap matrix is normal.
Settings exactly changed?
Contrast, brightness, all at 30% to put.
All sorts of uluchshiteli(if any) off.
The monitor itself has some built-in firmware? If Yes, then update it to try.
You can try to exchange under warranty, like the fun, but not the fact that will be exchanged.

Had this problem recently, I bought a Dell monitor it was the same, the gradient is still terrible, plus one dead pixel appeared. Take take the monitor for quality check in the service center shop, will have to wait of course, but where to go. So I returned the money.
